Dr. Alan Lloyd, California Environmental Protection
Agency
The award is being given to Dr. Alan Lloyd for his leadership
over many years in promoting clean air policies and initiatives in
California that have been a critical factor in catalyzing todays
interest in fuel cell technology.
During his tenure as the Chief Scientist at the South Coast Air
Quality Management District, he, together with Bob Rose, formed the
Coalition on Fuel Cells for Transportation, an organization with
the vision of advocating a $1 billion government industry research
program to realize commercial fuel cell vehicles. This was in 1992,
a time when the federal fuel cell vehicle budget requested was at
$12 million.
From 1999 to 2004 Dr. Lloyd was the chairman of California Air
Resource Board (CARB). Under his leadership, CARB repeatedly pushed
for the nation's toughest air quality standards. As chairman, he
gave many presentations that cultivated the mindset throughout
government, industry and society that zero- and near-zero- emission
technologies can be put to use now or in the near future to help
the state of California and the rest of the world meet its air
quality goals. In these talks he advocated the benefits of fuel
cells for both transportation and stationary uses and as a stepping
stone to the hydrogen economy.
Dr. Lloyd was the 2003 Chairman of the California Partnership
and is co-founder of the California Stationary Fuel Cell
Collaborative. He is a past chairman of the U.S. Department of
Energy Hydrogen Technical Advisory panel. In December of 2004,
Governor Schwarzenegger appointed Dr. Lloyd to head the California
Environmental Protection Agency which now will have lead
responsibilities in implementing California's historic new laws on
climate change reduction.
For these many contributions to advancing fuel cells and their
application, Alan Lloyd has been selected for the 2005 Fuel Cell
Seminar Award.
