The Fuel Cell Seminar Award is presented annually to an individual who has been an avid supporter of research, development and demonstration of fuel cell technology. The 2004 Fuel Cell Seminar Award was presented during the Plenary Session of the 2004 Fuel Cell Seminar to Robert Rose, Executive Director, U.S. Fuel Cell Council and Breakthrough Technologies Institute.

Breakthrough Technologies is an independent nonprofit organization dedicated to promoting advanced environmental and energy technologies from the perspective of the public interest. BTI's fuel cell education program, Fuel Cells 2000, was launched in 1993 and is internationally recognized. The Breakthrough Technologies Institute is an internationally recognized conduit for fuel cell and hydrogen education through its Fuel Cells 2000 program.
